Regulatory/Permitting Environmental Program Manager -Grand Junction, CO

FLSA Status: Exempt

Reports to:   Executive Management Team

Location: Grand Junction, CO

Position Summary:

 Seeking a Program Manager with a minimum of 5+ years of experience in environmental consulting to lead and coordinate all required federal, state and local environmental regulatory compliance and permitting activities primarily for clients in the oil and gas, construction, and mining industries.

Responsibilities include, but are not limited to:

• Develop and complete sometimes complex technical reports, applications, cost proposals, project budgets, and schedules.
• Provide technical expertise to clients, staff scientists and project leads.
• Manage performance of work by staff and subcontractors for contract compliance.
• Interpret and apply local, state and federal regulatory statutes regarding principles and practices of all environmental permitting and compliance activities.
• Draft and manage environmental assessments and similar documentation.
• Provide oversight and training of staff environmental scientists on specific projects.
• Provide regular, prompt and professional communication to clients and staff;
• Prepare regulatory reports and correspondence.
• Conduct and represent HRL at meetings with clients and/or regulatory agencies.
• Input, manage, and utilize inspection and other data and communications using database and Geographic Information System (GIS).
• Maintain project/client files and records.
• Market and cross-sell additional services to clients as needs are identified.
• Adhere to and support HRL policies and programs; state and federal laws.
• Promote a positive and considerate work environment where quality of work and client service is paramount.

Knowledge, Skills, and Abilities:

• A solid understanding of the principles and practices of all applicable local, state, and federal government regulations including NEPA, Clean Air Act, Protected Species,
• Demonstrated leadership ability and management experience.
• Excellent interpersonal skills.
• Proficiency in Microsoft Office (Word, Excel, and PowerPoint) with excellent writing skills.
• Detail oriented with strong organizational skills.
• Ability to handle multiple tasks and meet deliverables.
• Sound documentation, recordkeeping, and problem solving skills.
• Strong initiative and the ability to work independently in a team oriented environment.
• Strong map reading skills.
• Ability to travel to remote sites in extreme weather utilizing a company vehicle.

Environment:

• Position is mostly “office” in nature but may require extended walking, hiking, and standing in uneven, rocky terrain if onsite visits are required. Some exposure to wind, rain, snow and other elements. Occasional overnight travel may be required.

Education and Experience:

• B.S. in Environmental Science or related discipline with 5+ years’ experience as environmental consultant in a progressively responsible role.
• Demonstrated experience with facility permitting, biological surveys and reports, and conducting environmental assessments required.

Special Qualifications:

• Clean driving record;
• Ability to pass pre-employment, random, and post-accident drug screening as applicable;
• Ability to pass criminal background screen as applicable;
